ANTON BEBLER is Permanent Representative and Ambassador of the Republic of Slovenia to the United Nations Office in Geneva. He is the author of Military Rule in Africa (Praeger, 1973) and several other books, and coauthor/coeditor of Contemporary Political Systems: Classifications and Typologies (1990).
