By taking possession of Cuba and the Philippines, the nation seemed to have reached a watershed moment in its rise to power—spurring arguments over whether it should be a colonial power at all. Andrew Priest is senior lecturer in the Department of History at the University of Essex. He is the author of Kennedy, Johnson, and NATO: Britain, America, and the Dynamics of Alliance, 1962–68 (2006) and coeditor of US Presidential Elections and Foreign Policy: Candidates, Campaigns, and Global Politics from FDR to Bill Clinton (2017).
