He has been a Government of India National Scholar for Study Abroad awardee and received his PhD (Education) from the University of London and Master of Studies (Social Anthropology) from the University of Oxford. He has consulted for the European Commission, Save the Children (UK) and other international organisations. He specialises in education of the disadvantaged, decentralised educational management, tribal education, policy analysis and programme evaluation.
