Strohl examines the evolving network of high speed railway passenger trains in Western Europe. MITCHELL P. STROHL is Professor Emeritus of Political Science at the American University of Paris. He is the author of The International Law of Bays (1963) and a contributor to Akaha's International Handbook of Transportation Policy (Greenwood, 1990). He is a graduate of the U.S. Naval Academy, Boston University, and he received his doctorate from the Fletcher School of Tufts University.
