E. Kwan Choi is Professor of Economics at Iowa State University and the Editor of Review of International Economics. He is also Associate Editor of Japanese Economic Review and Managing Editor of Review of Development Economics. James Harrigan is a Senior Economist in the International Research Department of the Federal Reserve Bank of New York. He has also taught at the University of Pittsburgh and Columbia University, and is a member of the National Bureau of Economic Research.
