These serve as benchmarks against which to measure the changes and reforms of the last three years and provide a basis for sketching the potential future directions of Iran's domestic evolution and foreign relations.

SHIREEN T. HUNTER is deputy director of the Middle East Program at the Center for Strategic and International Studies. Her publications include OPEC and the Third World: Politics of Aid (1984), The Politics of Islamic Revivalism: Diversity and Unity (1986), and Iran and the World: Continuity in a Revolutionary Decade (1990). She has contributed chapters to numerous edited volumes, and her articles have appeared in such journals as Foreign Affairs, Foreign Policy, SAIS Review, Current History, Third World Quarterly, OPEC Review, Middle East Journal, Middle East International, and Relazioni Internazionali.
