Daniel J. Elazar is president of the Jerusalem Center for Public Affairs, Senator N.M. Paterson Professor of Intergovernmental Relations at Bar-Ilan University, and professor of political science and director of the Center for the Study of Federalism at Temple University in Philadelphia.
