This book aspires to contribute to greater understanding of three major perspectives on marine policy: developed states' perspectives, developing states' perspectives, and interaction between first and second perspectives or North-South perspectives.
Michael A. Morris is a professor of Political Science-at Clemson University, South Carolina, and during the academic year 1987-1988 is a Fulbright Exchange Professor at the Hatfield Polytechnic in Great Britain. He is the author or editor of a number of books, the most recent of which is Expansion of the Third World Navies (London: Macmillan, 1987). His published books, as well as numerous articles, focus on ocean and foreign affairs of Third World countries. Visiting research appointments include the Stockholm International Peace Research Institute (SIPRI), 1980-82, and the Marine Policy and Ocean Management Center of the Woods Hole Oceanographic Institution, 1984-1985.
