Victoria still ruled over the British Empire, the imperial Manchu dynasty over China, and the Romanov Tsars over Russia. Michael Howard was Regius Professor of Modern History at the University of Oxford before becoming Robert A. Lovett Professor of Military and Naval History at Yale University. Roger Louis is Kerr Professor of English History and Culture at the University of Texas at Austin and an Associate Fellow of St Antony's College, Oxford. He is Editor-in-Chief of the 5-volume Oxford History of the British Empire, and author of Imperialism at Bay (Clarendon Press, 1977), The British Empire in the Middle East (Clarendon Press, 1984), and Churchill (OUP, 1993).
