Natalia Ermasova is a Professor and an MPA Program Director at Governors State University in Illinois, USA. She is an Adjunct Professor in the MPPA Program at Northwestern University. Dr. Ermasova was a Fulbright Specialist at Matej Bel University, Slovakia, in 2025, a Fulbright Visiting Professor at the National University of Public Service in Budapest, Hungary, in 2023, and DAAD Visiting Professor at Ludwigsburg Academy for Civil Services in Germany. She is co-author (with Tatyana Guzman) of Municipal Fiscal Stress, Bankruptcies, and Other Financial Emergencies (Routledge, 2023).

Tatyana Guzman is an Associate Professor in Public Budgeting and Finance at the Levin College of Public Affairs and Education at Cleveland State University (CSU) in Ohio, USA. Dr. Guzman joined Levin College faculty in 2013, where she teaches government budgeting and finance, economics, statistics, and research methods courses to college students and government officials outside of academia. She is co-author (with Natalia Ermasova) of Municipal Fiscal Stress, Bankruptcies, and Other Financial Emergencies (Routledge, 2023). Dr Guzman is active with the Association for Budgeting and Financial Management (ABFM), serving on the Executive Board and on several other ABFM committees.
