Written to help school board members, administrators, parents, and other community residents involved in the privatization debate, this volume maintains a useful balance of scholarship and craft. It provides both theory and practice, presenting practical information to guide those who must deal with policy and procedural issues related to privatizing one or more school district functions.
Samuel Flam retired in 1988 from the superintendency of a surburban school district. He has been a consultant in organizational development to local and regional school districts; the Michigan Department of Education; colleges and universities; regional, state, and federal government agencies; and private industry. William G. Keane served for 23 years as a public school superintendent in Michigan. He is currently an associate professor in the Department of Curriculum, Instruction, and Leadership at Oakland University, Rochester, Michigan.
