Rabindra Narayana Behera, PhD, is Senior Technical Director at the National Informatics Centre at Odisha State Centre, Bhubaneswar, India. He has more than 25 years of experience in IT. He has coordinated governance portals at state and national levels and has published research papers in international journals and conferences.

Sasmita Rani Samanta, PhD, is Professor of Commerce and Management at KIIT Deemed to be University, Bhubaneswar, India, where she also holds the post of Pro-Vice Chancellor. She has more than a decade of teaching and research experience.
