The book reveals the true financial situation in France and outlines a plan for the restoration of sound financial and economic conditions. As well as discussing the economy of post-World War I France the book also touches on the social and political problems of the time.

Harold G. Moulton (1883-1965) was an American economist and Fellow of the Brookings Institution.

Cleona Lewis died in 1958.
