He is the author of several books, and has also edited The United States and Europe: Policy Imperatives in Globalizing World; Sovereignty and the Global Community; and The Law of Armed Conflict: Constraints on the Contemporary Use of Military Force. In addition, he has published over 30 articles and book chapters focusing on various aspects of international relations, Soviet foreign / military policy, military history, and strategy.
