Jacques S. Gansler is professor at the University of Maryland School of Public Affairs, where he holds the Roger C. Lipitz Chair in Public Policy and Private Enterprise. He is the author of three books, a contributing author of 25 other books, author of over 100 papers, and a frequent speaker and congressional witness. Dr. Gansler holds an M.S. (electrical engineering) from Northeastern University, an M.A. (political economy) from the New School for Social Research, and a Ph.D. (economics) from American University. Robert E. Luby, Jr., is a partner in IBM Business Consulting Services, where he leads the Supply Chain and Operations Solutions practice for the entire public sector. Mr. Luby has over 29 years of logistics experience. He holds masters degrees from Northwestern University (engineering management) and the Naval Postgraduate School (mechanical engineering).
