 This study moves from a history of the American-Israeli strategic relationship since 1967 to an assessment of the permanency of US-Israeli strategic ties, their purpose in the eyes of both partners, and their susceptibility to future pressures. It includes an examination of the relationship under the strain of the 1991 Gulf War.

"Karen L. Puschelhas been a Soviet affairs specialist with the US Department of State since 1981. While on leave of absence, she wrote this study as a guest scholar at the Jaffee Center for Strategic Studies, under funding from the US Institute of Peace. In 1988, Ms. Puschel was an International Affairs Fellow at the Council on Foreign Relations in New York. Her past publications include “Can Moscow live with SDI” (Survival, January 1989) and “Soviet Aerospace: Reading for the Future” (National Defense, June 1990). In the summer of 1992 she will take up a position at the US Embassy in Moscow.
