Robert F. Clark is an independent writer and consultant with a long background in human services and community-based programs. He holds a Doctor of Public Administration degree from the University of Georgia. He is also the author of The War on Poverty: History, Selected Programs and Ongoing Impact (University Press of America, 2002).
