On September 11, 2001, a small number of desperate men hoping to earn paradise attacked New York and Washington, D.C. Harvey Sicherman is the president of the Foreign Policy Research Institute and a former aide to three U.S. Secretaries of State. Stephen Gale is co-chairman of the Foreign Policy Research Institute's Center on Terrorism, Counterterrorism, and Homeland Security and a faculty member at the University of Pennsylvania with appointments in the departments of regional science and political science. Michael Radu is a senior fellow at the Foreign Policy Research Institute and co-chair of its Center on Terrorism. He is the author of Dilemmas of Democracy and Dictatorship.
