"Ray Jay Davis is a professor in the College of Law at the University of Arizona. He specializes in law and science and in natural resources and environmental law, and is the author of numerous publications on the legal aspects of intended and inadvertent weather modification. His most recent book is Ecology and Conservation of Natural Resources (Clark Publications, 1973).

Lewis O. Grant is a professor in the Department of Atmospheric Science at Colorado State University. He has conducted extensive research relating to weather modification, cloud physics, and water resources, and serves as a consultant to numerous organizations in these fields. He is a Fellow of the American Meteorological Society and past chairman of the Weather Modification Advisory Committee for Colorado. Professor Grant received the Colorado State University Andrew Clark Award for excellence in research.
