David Potter is a professor of political science in the Faculty of Policy Studies Nanzan University Nagoya Japan. He is the author of Japan''s Foreign Aid to Thailand and the Philippines and co-author of Media Bureaucracies and Foreign Aid.Hyo-Sook Kim is a Visiting Lecturer at Kansai Gaidai University Osaka Japan.
