DAVID J. GALBREATH Reader in Politics and International Relations at the University Bath UK and was principal investigator on the Leverhulme Trust project 'The European Minority Rights Regime'. He is editor-in-chief ofEuropean Security.JOANNE McEVOY Lecturer in Politics and International Relations at the University of Aberdeen UKand was previously a Sawyer Mellon Post-Doctoral Research Fellow at the Penn Program in Ethnic Conflict at the University of Pennsylvania. Her research interests focus on the management of ethnic politics particularly the role of external actors in post-conflict state-building.
