About Marcel Herbst

Marcel Herbst is a consultant in the area of Higher Education Management. His research focuses on productivity issues including scale and agglomeration economies resource allocation and performance-based budgeting and funding. Formerly he served as a senior administrator of the Swiss Federal Institute of Technology (ETH) in Zurich as a development economist (working mainly in developing countries) and as an academic in the fields of planning and environmental sciences at the University of Virginia. He is the author and editor of a number of books including The Institution of Science and the Science of Institutions and Financing Public Universities: The Case of Performance Funding.
