Detective Michael Bennett arrests infamous South American crime lord Manuel Perrine in a deadly chase that leaves Bennetts lifelong friend Hughie McDonough dead. From jail, the prisoner vows to rain terror down upon New York City - and to get revenge on Michael Bennett.
