J. Benjamin Taylor is an associate professor of political science at Kennesaw State University. Prior to this he was on faculty at the Massachusetts College of Liberal Arts and the University of North Carolina Wilmington.Robert M. Howard is a professor of political science at Georgia State University in Atlanta. He is the author of Getting a Poor Return: Courts Justice and Taxes.Richard N. Engstrom is Associate Research Professor of Government and Politics at the University of Maryland. His research on national state and local government has appeared in Political Research Quarterly Electoral Studies and the Review of Policy Research.
