James Lee is professor and head of the Department of Applied Social Sciences at the Hong Kong Polytechnic University. James Midgley is Harry and Riva Specht Professor and dean emeritus of the School of Social Welfare at the University of California Berkeley. Yapeng Zhu is associate director at the Institute for Social Policy and associate professor in the School of Government Sun Yat-Sen University.
