Wealthy Charlie Slater, who owns a car showroom, has his house burgled by drug addicts who smash the place up. His friend and long-time army pal Jack Templeton, Senior Traffic Warden for the town of Temsley, teams up with him, another traffic warden, one of Charlie Slater's mechanics, and Charlie sister, who is a make-up artist, in an attempt to make a difference to the crime rate there. Following a number of crimes, including the abduction of a schoolgirl, the group decide to administer their own form of punishment, or 'rough justice', to known and active criminals in Temsley. Base in a police station, Jack has access to information on all the criminals and tearaways in the town. He is known by his colleagues as a bit of a softie, and is always humming or whistling classical music. The main man to administer punishment in the group is known to hum Mozart, and the local reporter, who is nearing retirement and not looking forward to it, dubs the group the 'Mozart Men'.
