His main research interests are higher education policy institutional governance organizational change and Europeanization.Harry de Boer is Deputy-Director and Senior Researcher at the Center for Higher Education Policy Studies University of Twente the Netherlands. Within the field of higher education he specialises in government university relationships steering models policy analysis institutional governance leadership and management strategic planning and models of decision making.David D. Dill is Professor Emeritus of Public Policy at the University of North Carolina at Chapel Hill USA. His research interests include public policy analysis the regulation of academic quality and research policy.
